Youth Offending Service Practitioner Manager (Assistant Team Manager Equivalent)

Barry, Vale of Glamorgan
£41.58 per hour (Umbrella)
Hybrid Working – 2-3 days per week office based
Initial Contract until April 2027 covering secondment

Hoop Social Work is recruiting for an experienced Youth Offending Service Practitioner Manager to join the Youth Justice Early Support Service (YJESS) in the Vale of Glamorgan. This is an excellent opportunity for an experienced Youth Justice professional to step into a management role, overseeing casework quality, staff development and operational delivery within a well-established service.

Please note: A Social Work qualification is not essential for this position. We welcome applications from candidates with significant Youth Justice management experience, including those with a Probation qualification, provided they have recent experience supervising assessment and case management work within Youth Justice Services.

The Role

Reporting to the YJESS Manager, you will support the operational and strategic management of the Youth Justice Early Support Service, ensuring high-quality services are delivered to children and young people across the Vale of Glamorgan.

This varied leadership role combines direct case oversight, staff supervision, risk management and partnership working to ensure the service continues to deliver positive outcomes for children, young people and communities.

Key Responsibilities

  • Support the day-to-day operational and strategic management of the Youth Justice Early Support Service.

  • Supervise, develop and support staff, ensuring high standards of professional practice.

  • Hold responsibility for complex casework, providing management oversight and informed decision making.

  • Ensure compliance with Council policies, Youth Justice legislation, National Standards and local procedures.

  • Oversee assessment, planning, intervention and supervision (APIS) functions within the AssetPlus framework.

  • Ensure effective delivery of diversion, prevention, out-of-court disposals, community orders and custodial sentence supervision.

  • Manage risk effectively, balancing safeguarding, public protection and the wider needs of children and young people.

  • Ensure the timely production of high-quality Pre-Sentence Reports and provision of Court Officers to support sentencing decisions.

  • Monitor quality assurance across the Case Management Team and ensure compliance with Youth Justice Case Management Guidance.

  • Manage the YJESS duty system, ensuring appropriate support is available both during and outside office hours, including Appropriate Adults, court representation, Bail Support and ISS packages.

  • Analyse complex information to support sound operational and strategic decision making.

  • Contribute as an active member of the Youth Justice Early Support Service Management Team.

About You

To be considered for this role you will have:

  • Recent experience working within Youth Justice Services.

  • Experience managing or supervising assessment and case management work within a Youth Justice setting (essential).

  • Strong knowledge of Youth Justice legislation, National Standards and AssetPlus.

  • Experience overseeing risk management and safeguarding decision making.

  • Excellent leadership, communication and organisational skills.

  • The ability to build effective relationships with partner agencies and stakeholders.

  • A full UK driving licence and access to a vehicle.

  • The ability to travel throughout the Vale of Glamorgan and work outside normal office hours where required.

  • A minimum of 6 months' recent UK experience working within Youth Justice, Probation or a closely related service.

  • Recent experience supervising or managing Youth Justice assessment work.

  • An Enhanced DBS registered on the Update Service, or willingness to obtain one.

  • A full UK driving licence with access to a vehicle.
