Swindon Borough Council have an exciting opportunity for a Child in Need Reviewing Officer join the team to strengthen their work with children who are subject to Child in Needs plan. Post the pandemic the number of children on these plans has increased and you will be required to support the safeguarding teams to audit and ensure the consistency of practice across teams. This will involve working with partner agencies and chairing some complex review meetings. The contract will initially be for 3 months with an umbrella pay rate of £41 per hour.


•    To ensure the progression of Child In Need cases originating in Swindon against the agreed timescale, ensuring that  cases are managed and progressed within 9 months. 
•    To ensure that Child In Need work, when started is carried through and reviewed in a timely manner  in line with the SBC Child In Need Policy
•    To ensure all agencies understand at the outset of each case, the role of the social worker and their own duties to ensure actions are agreed and met within the defined timescale and understand joint accountability for all safeguarding work.
•    To be clear about the issues of parental and Young Person consent within Child In Need work and ensure that there is clear, recorded consent on every CIN case open to Children’s Services.
•    To provide direct guidance and coaching to social workers who are managing CIN cases. This will include help in preparing for Child In Need Reviews and ensuring that CIN plans are SMART.
•    To escalate to Team Managers and the Service Manager if there are risks associated with cases that aren’t being appropriately managed within Child In Need Intervention.
•    Be accountable to the senior management  team for reporting case progression against all cases within the Child In Need arena.
•    To identify and  report to  the senior management team where there are consistently similar reasons for delay across a number of cases.
•    Work with agencies to collect data on key metrics regularly and to hold the central overview of financial data for cases.
•    To collate and analyse data concerning the root causes of delay for which the local authority has responsibility, and to contribute to a whole system analysis to improve continuously.
•    To chair multi agency meetings as appropriate including Initial Child In Need meetings and Step down meetings.

Knowledge & Experience
Candidates must have substantial knowledge and experience in the following areas of business and will be required to provide evidence of this:

•    Substantial post qualification experience in social care/safeguarding setting. •    Substantial experience of undertaking Safeguarding work.
•    Ability to analyse and draw out key themes and issues causing delay. 
•    Ability to work with a diverse range of stake holders, to create good relationships, gain commitment, resolve issues and chase progress.
•    Substantial experience of organising and chairing complex multi-agency meetings.
•    A clear understanding of the application of the Local Authority threshold and an ability to explain the key features to partner agencies.

•    Relevant Social Work Qualification
•    Social Work England Registration
•    Full UK Driving License
